With airport planners projecting annual passenger traffic at SFO to reach 23 million, a series of design, engineering, and construction projects were proposed during the late 1960s and early ‘70s. In 1973, a comprehensive master plan to meet the demand was approved. A new master plan was undertaken in the 1990s to create the International Terminal Complex, which opened in 2000. It completed the circular configuration of SFO.
